How does an insurgency movement that is engaged in peace talks with the government generate its finances? Should the government attempt to curb the insurgents' extortion activities that retain not only its structural violence instrumentalities, but also the option of indefinitely prolonging the negotiations? This article discusses these questions by looking at the economics of the National Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) commitment to negotiations with the government.
