This report outlines the main challenges that must be met for the "Protection of Civilians" (PoC) in peacekeeping operations to be effective. It addresses the understanding of "protection" prevalent in UN documents and examines the characteristics and problems of the security gap in post-conflict states as well as their importance in the literature on conflict prevention and resolution. Finally, the authors present possible measures aimed at tightening the security gap in order to ensure a more efficient practice of protection of civilians.
