This paper examines how the EU could build a new agenda for itself to create a European project that can enjoy the support of its citizens. To do so, the author contends that the EU will need to 1) accept the return of a weaker liberal global order while maintaining a strong internal liberal order; 2) develop a new political project to protect its citizens from contemporary global economic and political instability and 3) create a new ‘grand bargain’ to rebuild a sense of common purpose between member states. He also discusses the importance of Franco-German leadership for this effort and how ‘an EU of coalitions’ could enhance integration.
