This report explores the concept of resilience, which is the ability of a state or society to first absorb a shock or a long-term source of stress, then adapt to it, and finally maximize the adaptation through self-transformation. As part of its inquiry, the text considers 1) why resilience matters to one and all; 2) how it can be improved both locally and globally; and 3) the challenges of operationalizing resilience policies and practices and then applying them to fragile and conflict-afflicted states.
