This paper identifies the potential humanitarian and security implications of a regime collapse in North Korea. In particular, the author highlights that 1) the potential use of North Korea’s weapons of mass destruction in such an event, or their movement outside of the country are of paramount concern; and 2) that North Korean instability has the potential to generate a large-scale humanitarian crisis in the form of a severe refugee crisis, famine and more. In response, the paper recommends the creation of trilateral dialogue involving the US, South Korea and China that would solely focus on contingency planning regarding North Korea.
