In 2012 and 2015-2016 USIP research teams assessed Libya’s prison system, to include its organizational functions, infrastructure, security, and the state of prisoner well-being. This report combines and compares the findings of the two assessments, and discusses the broader detention issues that now confront Libya. Overall, the text’s authors find that five years after the Libyan revolution, the limited progress that was initially made in the prison system has stalled and that it’s now struggling to deal with political and organizational divisions, severe budgetary constraints, a lack of resources and training, and ongoing violent conflict.
