This report describes the conduct of UN military and police operations against gangs in Haiti's capital Port-au-Prince and the positive attitude of Haitian citizens toward the operation and its results. It describes the UN's efforts to control the gangs, reviews the course of offensive operations and comments on issues related to mandate enforcement. The authors argue that the experience in Haiti demonstrates that the UN must be capable of mounting assertive actions to defend and enforce its mandate.
