This report explores the measures necessary to stabilize Afghanistan and suggests an approach for encouraging reconciliation among Afghans. It addresses the various challenges, examines the government's past attempts at reconciliation with the Taliban and then offers a pragmatic framework for overcoming the country's various sources of conflict and promoting reconciliation among the conflict's key actors. The author argues that without security, stability and cooperation from Afghanistan's neighbors, reconciliation will not occur.
