This brief examines the net effect of political and natural events on Burma's political climate in 2008 to determine if early signs of transition are underway. The events examined in the brief include the two-month Saffron Revolution, the accelerated seven-step program of the regime for political transition to military-dominated parliamentary government, and Cyclone Nargis - the most powerful cyclone to hit Burma in living memory.
