This publication provides an overview of the different security arrangements China is using to protect its overseas investments and workers. Key insights include 1) that the Belt and Road Initiative (BRI) is spurring a rapid growth of China’s domestic private security industry; 2) though Beijing’s security industry is privately operated, the Chinese government is heavily involved in it as both a corporate stakeholder and regulator; 3) if the BRI falters, Chinese security companies can expect Beijing to enact new laws to regulate and limit their growth with the goal of preventing any large security company from posing a threat to the state’s total authority in security matters; and more.
