This working paper assesses peacemaking efforts between the Colombian government and two of the remaining armed guerrilla groups, the National Liberation Army (ELN) and the Colombian Revolutionary Armed Forces-Popular Army (FARC). The author examines efforts to implement the Justice and Peace Law which regulates demilitarization, the judiciary and the role of third-party actors such as the Catholic Church and civil society more generally. International actors such as Switzerland are seen as enabling the peace processes, however the author stresses the necessity of engaging multiple armed actors effectively as opposed to usual bilateral negotiations.
