This report features a variety of papers which look back at thirteen years of international intervention in Afghanistan, including the impact state-strengthening efforts have had on security, democratization, governance, the economy, the rule of law, infrastructure development, civil society participation, youth development, and women’s empowerment. Overall, the papers’ authors conclude that Afghanistan has indeed been transformed physically, politically, and socially since 2001, but preserving this progress will require predictable and well-designed long-term assistance.
