The paper examines the roles regional trade agreements (RTAs) and intellectual property rights protections can play in increasing the diffusion of technology. In the case of RTAs, the text’s author believes they can facilitate international technology transfers provided they’re supplemented with additional financing commitments, technical assistance, and knowledge sharing.
