This brief argues that Afghanistan’s National Unity Government (NUG) has made considerable progress in 1) pursuing “technocratic” reforms, which mostly involve laws, regulations, formalized strategies and processes; and 2) upping international donor confidence and commitments. However, the brief’s author also concludes that the reforms will not ameliorate, let alone resolve, the country’s macroscopic political, economic and security problems.
