This paper examines the land reforms undertaken by Myanmar’s Thein Sein government and their impact on the rural poor in the country. In general, the reforms seem to have had a harmful effect on agricultural workers, primarily because of the unresolved tensions that exist between improving land tenure security and also encouraging foreign investment.
