Collaboration between civic society and public administration is key in successful emergency and disaster management. However, new technologies, large-scale disaster events, changes in public engagement and other factors are combining to bring new, spontaneous and emergent forms of volunteerism to official disaster management activities. In this report, Tim Prior and Florian Roth address the challenges and opportunities involved in integrating such volunteers in disaster management and civil protection. Our authors also detail the instruments that are available to improve volunteer involvement.
