This report examines the threats posed by al-Qaeda, its variants in the Middle East and North Africa, and the so-called Islamic State. It specifically looks at the current strategies these groups use, how their approaches may evolve in the future, and what factors Western policy makers need to consider in order to blunt violent terrorism.
