This publication examines how India has become a new destination for drugs from Afghanistan. The authors contend that that factors contributing to this development include India’s proximity to one of globe’s principal areas of illicit opium production, the ‘Golden Crescent’, a steady rise in domestic demand, and illicit networks’ ability to exploit ungoverned spaces and porous borders. The paper outlines that Indian authorities claim that the situation has marginally improved. However, the authors believe that an effective curb on the growing trade requires a regional counter-narcotics strategy combined with improved domestic laws and law enforcement capacities.
