So how are the programs that are designed to rehabilitate and reintegrate radicalized foreign fighters coming along? To answer the question, this report analyzes 1) European exit programs; 2) first-generation deradicalization programs in Southeast Asia and the Middle East; and 3) different demobilization, disarmament, and reintegration (DDR) initiatives. The text’s authors ultimately conclude that rehabilitation and reintegration measures will not succeed unless they are coupled to programs that address the root causes of radicalization, criminal justice reforms, and existing socio-political resilience problems.
