This paper examines Transnistria’s unique state-building efforts, which 1) have managed to avoid many of the traditional pitfalls associated with multi-ethnic and linguistically diverse societies, and 2) can serve as a measuring device to gauge the effectiveness of other post-Soviet diversity policies.
