This publication analyzes why India and Pakistan both committed continued ceasefire violations (CFVs) since their signing of the 2003 ceasefire agreement. The text’s author contends that the major driver of the CFVs problem are various unresolved political disputes between the two countries. The report also outlines a number of recommendations on how India and Pakistan could work toward resolving these issues, including 1) creating a signed document formalizing the 2003 agreement and outlining clear guidelines and principles; 2) taking steps to finalize the India-Pakistan Ground Rules Agreement of 1961; 3) exploring the possibility of simultaneous coordinated patrolling efforts along borders; and more.
