This bulletin briefly reviews Japan and India’s efforts to expand their cooperation with one another and, as the title suggests, argues that they need to take sound and steady steps to achieve closer strategic ties. After all, a headlong rush towards cooperation may 1) create instability in the region, primarily by provoking China and Pakistan, and 2) undermine the local support for the partnership.
