This paper provides an overview of a tabletop exercise conducted by the Foundation for Defense of Democracies (FDD) in January 2020 on China’s increasing role in the Israeli economy. The exercise addressed concerns related to the intellectual property theft of dual-use goods and technologies, with attendant security implications for the US. The participants identified problematic investments from China as those involving artificial intelligence (AI), data gathering, cyber, and critical infrastructure. The exercise also highlighted that Israel may need to tighten its investment review vehicle to include new technologies, and pivot away from China towards other Asian countries for alternative sources of capital and market access.
