This paper analyzes Japan’s ongoing struggle to address its steadily declining birth rate. The author explores the nation’s long history of fertility decline since WWII, arguing that reduced employment opportunities and antiquated gender relations have fueled the downward trend in the number of births. She also outlines that government policies aimed at reversing these trends have remained largely ineffective.
