This paper proposes a "Four S Framework" that the incoming 2017 US administration could use to deliver a more disciplined, realistic and ultimately sound foreign policy approach to state fragility. The framework, which stresses a strategic, systematic, selective, and sustained approach to the fragility problem, has been successfully applied in Colombia and Myanmar and could serve the next US administration well.
