Time to Ease Sanctions on Russia

Sanctions have served as a linchpin in the Western strategy to thwart Russian aggression in Ukraine since 2014. In a new addition to the CSS Policy Perspectives series, Andreas Beyer and the Benno Zogg suggest that these sanctions have had limited success in changing Russia’s course and have instead made Russia’s elite even more dependent on the Kremlin’s favor. Thus, it is high time to adapt the strategy and allow for a gradual easing of sanctions, provided Russia takes de-escalatory steps.
