This chapter looks at definitions of cybersecurity and trends in both technological and social science cybersecurity research. The text’s author contends that while there are no substantive debates about the technological meaning of cybersecurity, ongoing definitional struggles in the policy world reveal divergent values and interests that make agreements difficult in this area. The publication also highlights that in national and international policy debates, bureaucratic interests and divergent values attached to both cyberspace and security have a considerable impact on cybersecurity research and the struggle to find better security solutions.
