After a decade of work, the International Criminal Court (ICC) has developed into an established institution of international criminal justice. Structural, legal, and political challenges remain, however: The gaps in membership are a problem, the focus on Africa has been criticised, and the relationship between justice and peace is a source of tension. Despite these difficulties, the ICC also has a preventive effect.
