Undertaking technical risk analyses is common practice at all administrative levels in modern civil protection. However, limited resources mean that identifying and eliminating all risk is rarely feasible. For this reason, establishing performance goals for an organization’s capacities in civil protection, which inform the risk assessment, become necessary. The article analyzes the main challenges in defining objective and verifiable performance goals, and discusses approaches to overcome these challenges.
