In this paper, Niklas Bremberg analyzes how three regional intergovernmental organizations (IGOs) in Europe with a security mandate—the EU, the OSCE and NATO—are responding to climate-related security risks. Bremberg’s findings suggest that all three IGOs are engaging with climate-related security risks to varying degrees, but none of them see climate security as part of their core mandate.
