As the title suggests, this paper highlights the issues which will be discussed at the November 2016 Marrakech Climate Change Conference. More specifically, the text’s authors stress that 1) negotiators will likely clash over how to implement the goals set by last year’s Paris Agreement on climate change; 2) old tensions between developing and developed countries could re-emerge over climate change targets; and 3) even if the negotiators make limited progress during the summit, it could still provide a platform for countries to make informal bilateral agreements with each other.
