This report highlights the factors that are likely to shape how the transatlantic community uses sanctions as an instrument of policy. In particular, the text explores Europe’s growing faith in sanctions, the residual limits to the EU’s approach, and the resulting imbalance that still exists in how Europe cooperates with the United States. Finally, the report’s author recommends different ways to 1) help balance and sustain a truly transatlantic approach to economic statecraft, and 2) secure long-term political support for this tool.
