This policy brief discusses how China’s Maritime Silk Road initiative affects Europe in five key areas: maritime trade; shipbuilding; emerging strategic industries; the global reach of China’s naval forces; and international strategic competition, particularly in the Indo-Pacific. The authors argue that on balance, the initiative creates more competition that cooperation opportunities in Europe-China relations, but that Europe should not miss the potential cooperation openings it presents.
