Given the increasingly sophisticated nature of cyber-crime, this text analyzes how policymakers might adapt their existing practices to improve transatlantic cybersecurity. Unfortunately, that’s easier said than done, particularly since cultural-cognitive divides, expanding target vulnerability, and growing operational complexity continue to exacerbate technical literacy gaps in public policymaking. Closing the gaps will ultimately require ‘cooperative engagement’ across the transatlantic community and much more.
