This paper analyzes the prospects for increased cooperation between Belarus and the EU, despite Russia’s influence over the country. As the text’s author sees it, Belarusian efforts to open relations with Brussels have generated a number of EU proposals aimed at facilitating technological exchanges and coordinating migration policies. These steps are well and good, the author concludes, but she ultimately argues that the EU should support the sovereignty and stability of Belarus and use extant mechanisms, such as cross-border programs, to promote even closer ties.
