This report argues that when it comes to security sector governance and security sector reform, urban environments are a microcosm of broader debates and developments taking place at national levels. In light of this, the text’s authors believe such environments offer a key opportunity to review these broader concerns. They also highlight how urban security sector dynamics depend on whether a city is situated in a developed, developing, fragile and conflict-affected, or post-conflict context.
