This brief discusses the problems facing the taxation system in Somaliland, to include its lack of transparency, public engagement, and absence of proper feedback and enforcement mechanisms. As the brief’s authors see it, these pathologies have undermined, but not completely destroyed, the trust between the government and its citizens. To help improve their wobbly relationship, local stakeholders need to ramp up civic education programs, pursue accountability measures for ordinary citizens, and implement needed tax reforms.
