This report explores the peace negotiation process between the government of Uganda and rebel Lord's Resistance Army (LRA), mediated by the government of South Sudan. The author shows that these efforts have succeeded in bringing about peace in northern Uganda. The report evaluates three factors - military action, rebel volatility and the escalating tensions in southern Sudan - and their impact on peace talks. The author demonstrates that the peace negotiations have been able to avoid or minimize threats, including mistrust and regional militarization.
