This paper addresses diasporas' role in development across Africa, identifying policies that can maximize their contribution. The brief raises four questions that challenge uncritical enthusiasm for diasporas' increased involvement in development: Who is the diaspora? Where is the diaspora? How does diaspora engagement affect accountability? What ideas of development are being used?
