This note details the effects of Rules of Origin (ROO) import stipulations on the Economic Partnership Agreements (EPAs) between the EU and Africa-Caribbean-Pacific (ACP) countries. It notes that EPAs are supposed to be development-friendly, but concerns abound that the April 2007 European Commission (EC) ROO offer insufficiently addresses the development dimension. It explains how ROO stipulations influence trade patterns and how they can be made development-friendly.
