This note investigates the poverty reduction effects of EU Economic Partnership Agreements (EPA) with African-Caribbean-Pacific (ACP) countries. It observes that all parties deem EPAs to be first and foremost development instruments. Their positions, however, differ greatly when assessing the ultimate impact of EPAs on poverty reduction. This note details their disagreements.
