This survey provides an overview of the monitoring and evaluation (M&E) arrangements of the Council of the European Union and European Commission, looking specifically at how they apply to security sector reform programs. In addition to existing arrangements, the authors discuss the needs, challenges as well as the trends and opportunities to improve M&E in this area.
