This policy brief analyzes the climate change negotiation set to conclude in Copenhagen late in 2009. The authors argue that a successful outcome to this negotiation is critical to maintaining a stable climate. They set out some of the critical issues and obstacles standing in the path of a successful conclusion to the negotiations.
