This testimony given to South Africa's House Committee on Foreign Affairs gives an African perspective on AFRICOM and its objectives. The author explains why Africans are reluctant to embrace the proposed command and elucidates possible misconceptions behind AFRICOM. He emphasizes that AFRICOM will only be accepted in Africa if it takes into account the desires and aspirations of the African people for peace, security and development.
