This paper discusses the possible effects of a proposed bill in Zimbabwe that is meant to regulate the operations of NGOs. The article examines the provisions of the existing legislation and the draft of the proposed bill and finds that it is likely to marginalize and purge NGOs that might threaten the hegemony of the ruling party. The authors argue that the proposed bill is evidence of a deep and growing suspicion of NGOs, most of which receive foreign assistance. Given that many NGOs have multiple mandates and work with Zimbabwe's most vulnerable, the authors warn that the bill will have disastrous consequences at the local level.
