This paper provides a summary overview of Security Sector Reform (SSR) processes in the DRC, with emphasis on the integration of military and police forces and the disarmament, demobilization and reintegration (DDR) program. The author argues that the challenges and delays facing these processes are the biggest threats to the transitional government, in addition to competing agendas within the government and an unwillingness by parties to reach compromise on central issues. The author explains how these have negatively affected the reintegration of the national army, the nomination of political and military leaders, and the promulgation of key laws.
