This paper discusses the impact of the reconstruction and development priorities of the Comprehensive Peace Agreement (CPA) on Sudan, particularly the South. The article focuses on several issues with the CPA, including existing patterns of poverty, the wealth sharing agreement, and the repatriation of refugees and internally displaced persons (IDPs). The author also provides a brief discussion of the role and activities of the Joint Assessment Mission (JAM), the role of local government during the transitional period, and the challenges confronting the Sudan People's Liberation Movement as it changes from a military organization to a civil administration.
