This publication describes the state of each component of the transition process in the Democratic Republic of Congo (DRC) as well as their positions on key issues. The paper also looks at the attitudes that the various components have toward one another and how this impacts the functioning of the transition government. The author argues that the most significant challenge to the transition process is the transition government’s failure to make the transformation from a heterogeneous group of former belligerents into a cohesive government working to achieve common goals.
