This publication seeks to locate the debate about peace in Darfur within the context of the battle for power in Khartoum. The paper provides a historical background to explain the formation of the Sudanese elite as well as the historical marginalization of Darfur from Khartoum. The author argues that the Darfurian insurgency represents a challenge to the hegemony of Khartoum because of its intimate links to the argument about the shape of the modern Sudanese state. The author claims that in essence, the Darfur conflict emanates from weak and unaccountable governance that affects the entire Sudan.
