This publication discusses the situation in the Democratic Republic of Congo (DRC) in the eve of national elections of 2006. The paper evaluates the performance of the transition government, as well as the UN Mission in the Democratic Republic of Congo (MONUC) and the international community. The authors enumerate the factors that could destabilize the transition and progress toward elections, which include the legislative process, the electoral process, security sector reform, and restoring peace in the Ituri area. Finally, the authors examine several short-to-medium-term scenarios for the remainder of the transition.
